Ontario: Summary of OINP invitations to apply as of June 6, 2025

A strategic turnaround after a subdued start to the year
After several months of relative calm, Ontario has relaunched its 2025 Ontario Immigrant Nominee Program (OINP) in full force. As of June 6, the province had issued a total of 3,723 Invitations to Apply (ITAs), all concentrated in the Job Offer category, broken down as follows:
- Foreign workers section: 811 invitations
- International students: 2,540 invitations
- Skills in demand section: 372 invitations
No invitations have been issued in the Foreign Master's Candidates, Foreign Doctoral Candidates or Entrepreneurs sections to date.
Targeted draws to meet regional and sectoral needs
On June 3, 2025, Ontario launched a series of targeted draws, focusing on specific regions and key sectors:
- Northern Ontario: 973 invitations were issued to candidates with job offers in this region, divided between Foreign Workers, Foreign Students and Skills in Demand.
- Regional Economic Development through Immigration Initiative (REDI): 843 invitations were sent out to candidates as part of this initiative to support growing communities.
- Healthcare sector: 1,564 invitations were issued to healthcare professionals, including nurses, doctors and care assistants, divided between the International Students and In-Demand Skills components.
- Eastern Ontario: 334 invitations were sent to candidates with job offers in this region, mainly in the International Students section.
These draws reflect a strategic approach to meeting the specific needs of Ontario's labour market, with an emphasis on developing regions and sectors experiencing labour shortages.
A significant reduction in appointment allowances
The year 2025 saw a reduction of 50 % in Ontario's allocation of provincial appointments, to 10,750 places available for the full year. This reduction resulted in a concentration of invitations in the streams most in demand, while temporarily excluding certain streams such as those for Master's, PhD and contractor graduates.
Prospects for candidates
Applicants interested in OINP should pay particular attention to the specific eligibility criteria for each component, and prepare for potentially longer processing times due to reduced allocations. It is also advisable to keep an eye on official announcements for future draws, particularly those that may concern currently inactive components.
