The Agri-food pilot program was launched to provide a pathway to permanent residency for foreign workers in certain non-seasonal occupations in the Canadian agri-food sector. However, since February 13, 2025, the authorities have announced the closure of online applications after reaching the expected limit of applications.

Program objective and operation

This program was designed to address labor shortages in strategic sectors of agriculture and food processing. It enabled workers with experience in these fields to settle permanently in Canada, thereby promoting the stability and development of the agri-food sector.

Eligibility requirements

Workers wishing to obtain permanent residence through this program had to meet certain criteria, including :

  • At least 12 months of Canadian work experience in an eligible occupation, such as meat processing, greenhouse operation or food production.
  • Demonstrate language skills in French or English corresponding to a minimum required level (CLB4 in all skills).
  • Possess a diploma equivalent to a Canadian high school diploma.
  • Have a full-time job offer in an eligible industry in the agri-food sector.
  • Demonstrate proof of funds in certain cases.

Stopping new requests

The suspension of online applications was announced on February 13, 2025, due to the maximum number of applications already reached. This early closure reflects the strong interest shown by foreign workers in this program, which represented a unique opportunity for permanent immigration for those working in the targeted sector.

What are the alternatives for candidates?

With the end of enrolment in the Agri-Food Pilot Program, other immigration options remain available to foreign workers wishing to settle in Canada:

  • Express entry A selection system enabling skilled workers to submit their profile for permanent residency on the basis of their experience, training and skills.
  • Provincial Nominee Program (PNP) An alternative way to immigrate through a provincial nomination, adapted to the specific needs of Canadian regions.
  • Dedicated lanes for farm workers Specific programs, such as provincial initiatives or the Temporary Foreign Worker Program, can also offer opportunities for workers in the agri-food sector.

Foreign workers wishing to immigrate permanently to Canada should therefore look at these other options, and check the eligibility criteria according to their situation and field of expertise.
